Fish gasping for air at top of tank

Need some help or advice quickly.

Ok thanks for all your help, I'm returning one to the shop and another eventually a pond. Have done partial water change, will do another later and clean gravel also.

do you have a filter in the tank? Make sure you never clean it under the tap, only ever use old tank water.
As Den said you are really over stocked so moving some on will help quite a lot, goldfish are messy fish and do produce a lot waste which leads to high ammonia that is why they need 10 gallon minimum per fish.

Yes I have a filter and I cleaned it using tank water and replaced couple cartridges last week.
